There is only one custom animation installed, which changes the idle stance when holding a weapon/crouched, If it's not allowed I'll switch it out with the default ped.ifp file.
Yes the third suspect is cuffed, the message just doesn't show above his head that's all.

No, it's the weapon mod I have. The animation was made with a certain weapon pack in mind.

Unfortunately MTA:SA and SA:MP can't sync the custom animations, which leads to weird results when users use them. I agree that some look really awesome and would be cool to use, but sadly they affect gameplay too.
Another person I knew in SA:MP who I won't name use to use a lot of them, and was later caught and banned for it.
